  بناء القدرات للعاملين في الحقل الاجتماعي بمختلف تخصصاته وتطويرها، وتبادل الخبرات في مجال تكوين الكوادر العاملة في مجال التنمية الاجتماعية، وتدريب الكوادر العاملة في ميادين العمل الاجتماعي المختلفة وتطوير إمكانياتهم العلمية والعملية وتحسين مهاراتهم في مجالات البحوث والدراسات وإعداد التقارير، وذلك بالاعتماد على أحدث المناهج العلمية في العلوم الاجتماعية، وتوحيد لغة العلم وأساليب البحث في الدول العربية، من خلال توحيد المناهج وأدلة التدريب والبرامج الأكاديمية المعمول بها في مراكز التدريب العربية، تحت إشراف مجلس وزراء الشؤون الاجتماعية العرب، وقيام المراكز بالتنسيق بينها لوضع الخطط والبرامج، وفقاً لما يصدره المجلس من قرارات ومواثيق تتطلب التطبيق الفعلي على أرض الواقع.
• The attention of the State to education as a prerequisite for development was extended to higher education, where efforts culminated in the establishment of Sultan Qabus University in 1986 which marked a dramatic development of higher education in the Sultanate. Undergraduate and postgraduate studies were introduced as an essential phase for the formation of high level Omani cadres in various fields to support the process of national development.
  وقد امتد اهتمام الدولة بالتعليم كضرورة تنموية إلى التعليم العالي، وتوِّج بإنشاء جامعة السلطان قابوس في عام 1986 لتشكل لبنة هامة وتطوراً بالغاً في مسيرة التعليم العالي بالسلطنة، حيث تم إدخال التعليم الجامعي وما بعد الجامعي كمرحلة حيوية لإعداد الكوادر العُمانية رفيعة المستوى في مختلف المجالات والذين يسندون عملية التنمية الوطنية.
