ويلزم وجود ولاية واسعة النطاق لا تقتصر تغطيتها على تضخم الأسعار، وإنما تشمل أيضا مستويات البطالة، ومصادر عدم الاستقرار في النظام المالي العالمي، وأثر العوامل الفاعلة في تحقيق الاستقرار أو زعزعته، ونظم الحماية الاجتماعية.
