The British Government's Office of Government Commerce considers that framework agreements were not incompatible with the former EU procurement Directives, in that the conclusion of the framework agreement could be made either in accordance with the Directives if the agreement were a binding contract with purchase obligations, or the agreements fell outside those directives as there were no obligations on the procuring entity to make any purchase at all.
