  إذ تقر باعتزاز بالتعاون العالمي التاريخي الذي تم تحقيقه طوال السنوات العشرين الماضية في إطار بروتوكول مونتريال بشأن المواد المستنفدة لطبقة الأوزون من أجل إعادة طبقة أوزون الكوكب إلى الحالة التي كانت عليها ولحمايتها، وإذ تحيط علماً على وجه الخصوص بما يلي:
