• These fundamental human rights guaranteed to the people by this Constitution shall be conferred upon the people of this and future generations as eternal and inviolate rights.” Article 12 stipulates that “The freedoms and rights guaranteed to the people by this Constitution shall be maintained by the constant endeavour of the people, who shall refrain from any abuse of these freedoms and rights and shall always be responsible for utilizing them for the public welfare,” and article 13 provides that “All of the people shall be respected as individuals.
  وحقوق الإنسان الأساسية هذه التي يكفلها الدستور للشعب تمنح لهذا الجيل وللأجيال القادمة من الشعب باعتبارها حقوقا أبدية لا تمس". ونصت المادة 12 على ما يلي: "يحافظ الشعب بجهوده المستمرة على الحريات والحقـوق التي يكفلهـا له هذا الدستـور، ويمتنع الشعب عن أي سوء استخدام لهذه الحريات والحقوق ويكون مسؤولا على الدوام عن استخدامها لما فيه الصالح العام"، ونصت المادة 13 على أن "يُحترم الشعب كله كأفراد.

  تتمسك باليابان بأرفع معايير حقوق الإنسان المكرسة في دستورها الموضوع عام 1947 والمكفولة بموجبه، وينص الدستور على أن ”حقوق الإنسان الأساسية المكفولة للشعب بموجب هذا الدستور تُمنح لهذا الجيل والأجيال القادمة باعتبارها حقوقا أبدية لا يمكن المساس بها“.
