Given the inherently dual nature of nuclear fuel cycle technology, we need to consider the attributes of States possessing such technology and their willingness to shoulder the heavy burden of responsibility as well as accountability to internationally promulgated norms in the non-proliferation and nuclear security domain.
ونظرا للطبيعة المتأصلة لازدواجية تكنولوجيا دورة الوقود النووي، يتعين علينا أن ننظر في خصائص الدول التي تستخدم هذه التكنولوجيا وفي استعدادها لتحمل المسؤولية الثقيلة وكذلك المساءلة بشأن القواعد الموضوعة دولياً في مجال عدم الانتشار والأمن النووي.

At the other extreme, the Russian Federation has proposed to limit the "fissile definition" to only the best weapon grade materials, namely plutonium with more than 90% of Pu-239 and uranium with more than 90% of U-235, with in addition the verification of only facilities capable of producing such materials and with no verification of former military and dual use facilities and fuel fabrication facilities for naval propulsion.
وعلى الطرف الآخر، اقترح الاتحاد الروسي قصر "تعريف المواد الانشطارية" على أفضل أنواع المواد المستخدمة في صنع الأسلحة، أي البلوتونيوم الذي يحتوي على نسبة تتجاوز 90 في المائة من نظير البلوتونيوم Pu-239 واليورانيوم الذي يحتوي على نسبة تتجاوز 90 في المائة من نظير اليورانيوم U-235، فضلاً عن التحقق من المرافق القادرة على إنتاج مثل هذه المواد لا غير، وعدم التحقق من المرافق العسكرية السابقة والمرافق ذات الاستخدامات المزدوجة ومرافق إنتاج الوقود لدفع السفن.
