With regard to his country's military consolidation, including nuclear testing, he reiterated that his country had built up its defence capabilities in order to protect its people from such violations of the right to life as had been occurring in Iraq and Afghanistan, and to promote and protect the human rights of its people and prevent more blood from being shed on the Korean peninsula by belligerent, ruthless, ultra-right descendants of the samurai and spectres of militarism from Japan's history.
