Based on national statistics, surveys and analyses (described in more detail under Article 5) it can be concluded that Estonian society is characterised by a traditional gender system, i.e. the existence of a traditional division of labour and the division of the labour market into the so-called men's and women's jobs, hiring and wage polices that discriminate women, small representation of women in decision-making in politics and economy, shorter life expectancy and risk behaviour of men and their smaller participation in performing family related duties, etc.
واستنادا إلى الإحصائيات الوطنية والدراسات الاستقصائية والتحليلات (المشروحة بمزيد من التفصيل في إطار المادة 5) يمكن أن يُستخلص أن المجتمع الإستوني يتسم بكونه نظاما تقليديا من حيث معاملة الجنسين، أي أنه يتسم بتقسيم تقليدي للعمل وبتقسيم لسوق الأيدي العاملة إلى ما يسمى وظائف الرجال ووظائف النساء، وبسياسات للاستخدام والأجور تميز ضد المرأة، وبوجود تمثيل ضئيل للمرأة في عمليات اتخاذ القرار في مجال السياسات الحزبية والاقتصاد، وبعمر متوقع أقصر وسلوك مخاطر للرجال وبمشاركة أقل من جانبهمقبلهم في أداء الواجبات المتصلة بالأسرة، إلخ.
