On 14 January 2001 the Inspector General of Police sent an official circular to all officers in charge of Police Divisions and Specialized Divisions reiterating that under no circumstances should torture be perpetrated or permitted.

The Ministry of Lands, Mines and Energy has distributed to all diamond dealers in Liberia, and received acknowledgement thereof, official circulars concerning the ban on the exportation and importation of diamonds, and has established appropriate reporting requirements on continual dealings in diamonds.
وقامت وزارة الأراضي والمناجم والطاقة بتوزيع منشورات رسمية تتعلق بالحظر المفروض على تصدير الماس واستيراده، على جميع تجار الماس في ليبريا وتلقت منهم إقرارات تفيد بتسلمهم تلك المنشورات كما وضعت ترتيبات مناسبة للتبليغ عن استمرار الاتجار في الماس.

2.2 In addition to putting into place a number of control measures, the Ministry of Lands, Mines and Energy has distributed to all diamond dealers in Liberia, and received acknowledgement thereto, official circulars concerning the bans on export and import of diamonds, and establishing appropriate reporting requirements on continual dealings in diamonds.
2-2 بالإضافة إلى فرض عدد من تدابير الرقابة، وزعت وزارة الأراضي والمناجم والطاقة تعميمات رسمية على جميع تجار الماس في ليبريا وتلقت إخطارات بتسلم هذه التعميمات التي تناولت الحظر المفروض على تصدير واستيراد الماس وحددت شروط الإبلاغ المناسبة عن استئناف صفقات الماس.
