  الوضع القانوني للمهاجرين غير الشرعيين الموجودين في المياه الإقليمية أو المياه الداخلية، أو في منطقة الحدود باستثناء الموانئ والمطارات.

• Article 7 of the Agreement stipulates: “The frontier authorities shall control grazing rights and the movement and use of water resources in the frontier zone in accordance with the annexes to this Agreement.
  وتنص المادة 7 على أن تقوم سلطات الحدود بتنظيم حقوق الرعي والتنقل والانتفاع من موارد المياه في منطقة الحدود وفقاً للملحقين المرفقين بهذه الاتفاقية، كما يتم تنظيم الانتفاع بالممتلكات الخاصة بالمواطنين في منطقة الحدود طبقاً لملحق خاص يتفق عليه الطرفان.
• In addition, the use for profit of the property of citizens in the frontier zone shall be regulated in accordance with the provisions of a special annex to be agreed by the two parties.
  وتعد جميع الملاحق المذكورة في هذه المادة جزءاً لا يتجزأ من هذه الاتفاقية.
• Article 2 of the annex stipulates: “Herdsmen in the frontier zone and its environs shall be entitled to use grazing land and water resources in the grazing area specified under article 1.
  وتنص المادة 2 من الملحق على أنه يحق للرعاة من مواطني الطرفين المتواجدين في المناطق الحدودية وما جاورها الانتفاع من المراعي وموارد المياه في منطقة الرعي المحددة في المادة 1.
