The Convention to Combat Desertification had important achievements to its credit, including the establishment of action plans and programmes and the evaluation of the advance of the desert, but recent debate had often focused on financial resources or on the activities of multilateral institutions, role-sharing and responsibilities, while the efforts of the countries affected were often underestimated. That lack of vision threatened to cost the international community dear, and his delegation hoped that the beginning of the Convention's second decade would be marked by a renewal of the constructive spirit and solidarity that had prevailed during its negotiation.
وأوضح أن اتفاقية مكافحة التصحر حققت إنجازات هامة لمصلحتها، مثل وضع خطط وبرامج عمل، وتقييم زحف الصحراء، ولكن المداولات الأخيرة ركزت في أغلب الأحيان علي الموارد المالية أو علي أنشطة المؤسسات المتعددة الأطراف، وإقتسام الأدوار والمسئوليات، في الوقت الذي قللت فيه من الجهود التي تبذلها البلدان المتضررة, وقال إن هذا القصور في الرؤية يهدد بتكلفة المجتمع الدولي الكثير، وأن وفده يأمل في أن تشهد بداية العقد الثاني للإتفاقية تجدد الروح البنائة والتضامن الذي ساد اثناء فترة المفاوضات.
The establishment of key indicators for guidance in this regard would be helpful, to increase transparency and inspire trust (Iceland, MISC.1); The effort at the multilateral level must be fair and equitable, with due respect to the principle of common but differentiated responsibilities and respective capabilities (Argentina et al., MISC.5 Add.2); A shared vision should reiterate the established legal distinction between the obligations of Parties included in Annex I to the Convention and non-Annex I Parties (Brazil, MISC.5); Developed countries are historically responsible (China, shared vision workshop) for threatening the planet with climate change and owe the world an ecological debt (Bolivia, MISC.5/Add.2); The shared vision also has to acknowledge that each country must do its fair share to solve the problem (EC and its member States, MISC.5/Add.1 and shared vision workshop); New sight on the differentiation among Parties is required (Australia, MISC.1/Add.2; New Zealand, Russian Federation, MISC.5), based on recent advances in scientific knowledge and changing social and economic situation in the world (United States, MISC.1; Russian Federation, MISC.5).
