ويشدد التقرير على أن حركة التنقل والهجرة، مقترنة بردود فعل الحكومات عليها وما تبذله من محاولات لتقييدها من خلال سياسات الهجرة من وإلى بلدانها، واستغلال هذه المحاولات من قبل الجهات التي تتاجر بالأشخاص، هي أمور تضع النساء في أوضاع يفتقرن فيها لحماية القانون أو لا يحصلن فيها إلا على قدر هامشي من هذه الحماية.
