  • Article 54 of the WHO Constitution provides in relevant part that “The Pan American Sanitary Organization represented by the Pan American Sanitary Bureau and the Pan American Sanitary Conferences shall in due course be integrated with the Organization”.

  • As a step towards integration, WHO and PAHO concluded an agreement in 1949 whereby the Pan American Sanitary Conference, through the Directing Council, and the Pan American Sanitary Bureau, would serve respectively as the Regional Committee and the Regional Office of the World Health Organization for the Americas.
