• The Department of Humanitarian Affairs was established in 1992 through the consolidation of the Office of the United Nations Disaster Relief Coordinator and various offices and units dealing with humanitarian affairs, most of which were predominantly financed from extrabudgetary resources.
  أنشئت إدارة الشؤون الإنسانية في عام 1992 عن طريق دمج مكتب الأمم المتحدة لتنسيق عمليات الإغاثة في حالات الكوارث ومختلف المكاتب والوحدات التي تعالج الشؤون الإنسانية والتي كان معظمها يمول أساسا من موارد خارجة عن الميزانية.

• It was against this backdrop that the General Assembly adopted resolution 46/182 of 19 December 1991, on strengthening the coordination of United Nations humanitarian emergency assistance, by which it authorized the designation by the Secretary-General of the Emergency Relief Coordinator and the merging of the Office of the United Nations Disaster Relief Coordination and several disparate complex emergency structures into the Department of Humanitarian Affairs of the United Nations Secretariat.

• In several of its resolutions, 37/144 of 17 December 1982, 39/207 of 17 December 1984 and 45/221 of 21 December 1990, the General Assembly requested the Secretary-General to adapt existing United Nations procedures “in order to permit the Office [of the United Nations Disaster Relief Coordinator] to respond in a timely manner to the special and immediate requirements of countries exposed to sudden disasters” (resolution 45/221, para. 3).
  وطلبت الجمعية العامة إلى الأمين العام، في العديد من قراراتها، 37/144 المؤرخ 17 كانون الأول/ديسمبر 1982 و 39/207 المؤرخ 17 كانون الأول/ديسمبر 1984 و 45/221 المؤرخ 21 كانون الأول/ديسمبر 1990، تعديل الإجراءات الحالية للأمم المتحدة “لكي تسمح لمكتب [الأمم المتحدة لتنسيق عمليات الإغاثة في حالات الكوارث] بالاستجابة في الوقت المناسب للاحتياجات الخاصة والفورية للبلدان التي تتعرض لكوارث مفاجئة” (القرار 45/221، الفقرة 3).
• According to resolution 46/182, the role of the United Nations has to be conducted under the leadership of the Secretary-General who “should be supported by a secretariat based on a strengthened Office of the United Nations Disaster Relief Coordinator” and “should work closely with organizations and entities of the United Nations system, as well as the International Committee of the Red Cross, the League of Red Cross and Red Crescent Societies, the International Organization for Migration and relevant non-governmental organizations” (para. 33).
  (59) وفقاً للقرار 46/182، يتعين الاضطلاع بدور الأمم المتحدة بقيادة الأمين العام الذي "ينبغي أن تدعمه أمانة بالاستناد إلى تعزيز مكتب الأمم المتحدة لتنسيق عمليات الإغاثة في حالات الكوارث وينبغي أن يعمل على نحو وثيق مع المؤسسات والكيانات في منظومة الأمم المتحدة وكذلك مع لجنة الصليب الأحمر الدولية ورابطة جميعات الصليـب الأحمر والهلال الأحمر والمنظمة الدولية للهجرة والمنظمات الحكومية ذات الصلة" (الفقرة 36).
