It was recalled that at the end of the First World War, a liberal United States President, Woodrow Wilson, had taken the lead in the creation of the League of Nations, but a conservative Senate had rebuffed that initiative and the United States had not joined.
وذكر أن رئيسا لبراليا للولايات المتحدة، وهو وودرو ويلسون، قد تزعم إنشاء عصبة الأمم، في نهاية الحرب العالمية الأولى، إلا أن مجلس شيوخ محافظ رفض تلك المبادرة ولم تنضم الولايات المتحدة للعصبة.
