At its 2nd plenary meeting, on 4 February 2004, the Economic and Social Council decided to defer till further notice, at the request of the Organization, consideration of the request for conversion of the International Civil Defense Organization, an intergovernmental organization with observer status with the Council, to a specialized agency of the United Nations system.
في الجلسة العامة الثانية المعقودة في 4 شباط/فبراير 2004، قرر المجلس الاقتصادي والاجتماعي، بناء على طلب المنظمة الدولية للدفاع المدني، وهي منظمة حكومية دولية تتمتع بمركز استشاري لدى المجلس، أن يرجئ حتى إشعار آخر النظر في الطلب المقدم لتحويل تلك المنظمة إلى وكالة متخصصة في منظومة الأمم المتحدة.
