Utilising a risk approach strategy which identifies mothers with higher risks; Utilising a safe motherhood initiative to further strengthen the high risk approach; Increasing access to family planning services and facilities; Developing management guidelines for conditions that can cause death; Developing a plan of action for community participation; Strengthening resources and capabilities at operational levels; Introducing home-based records for better continuity of care;
