تشجيع التعاون الإقليمي وتحقيق التكامل الفعال بين التطبيقات المستعان فيها بالسواتل وتكنولوجيا المعلومات والاتصالات مع غيرها من تكنولوجيات المعلومات لأغراض تخطيط وإدارة التنمية الاقتصادية والاجتماعية على أساس مستدام مستنير، وتحسين نوعية الحياة، وبخاصة أعمال الاستشعار المتكامل عن بعد والاتصالات الساتلية لصالح المناطق النائية والريفية ورسم خرائط تفصيلية للمواقع الفقيرة، والتعليم عن بعد.
