ولا بد لكل شحنة من النفايات الخطرة أن تكون مصحوبة بوثيقة نقل من النقطة التي بدأ النقل العابر للحدود منها إلى نقطة التخلص.

كما تتطلب الاتفاقية أن تُقدم المعلومات المتعلقة بأي حركات مقترحة عبر الحدود باستخدام نموذج الإخطار المتفق عليه وأن الشحنة الموافق عليها معها وثيقة الحركة الخاصة بها من النقطة التي تبدأ من عندها الحركة عبر الحدود حتى نقطة التخلص.

In accordance with article 4, paragraph 7 (c), of the Basel Convention, Parties shall “require that hazardous wastes and other wastes be accompanied by a movement document from the point at which a transboundary movement commences to the point of disposal.” The movement document is a form used for identifying, among other factors, the quantity, composition, origin, routing and destination of hazardous waste during its transportation.
وفقا للمادة 4 الفقرة 7 (ج) من اتفاقية بازل، على الأطراف "أن تشترط أن تكون النفايات الخطرة والنفايات الأخرى مشفوعة بوثيقة نقل من نقطة بدء النقل عبر الحدود حتى نقطة التخلص منها". ووثيقة النقل عبارة عن شكل يستخدم في تحديد، بين جملة عوامل أخرى، كمية النفايات الخطرة وتكوينها ومنشؤها والطريق الذي ستسلكه والجهة التي ستصل إليها، وذلك خلال عملية نقلها.
