The Order envisages registration of pancreatic diabetics and establishment of data bank connected with the diabetic situation of population, on prevention of pancreatic diabetes among population, as well as organization of preventive actions among pregnant women and newborn children, provision of diabetics with free medicines and health resort treatment in state institutions.
ويقضي المرسوم بتسجيل المصابين بالسكري وبإنشاء قاعدة بيانات عن انتشار السكري في البلد، وتنظيم إجراءات وقائية تشمل الحوامل والرضع، وتزويد المصابين بالأدوية وبالعلاج في المؤسسات العامة.

In 2005-2005 several Orders were adopted by the Republic of Azerbaijan directed to elaboration and application of effective preventive actions on improvement of health of mother and child, preventing of hereditary and acquired diseases: on thalassemia, hemophilia and pancreatic diabetes.
وصدرت في عام 2005 عدة أوامر عن رئاسة جمهورية أذربيجان ترمي إلى وضع وتطبيق إجراءات وقائية فعالة ترمي إلى تحسين صحة الأم والطفل، والوقاية من الأمراض الوراثية والأمراض المكتسبة من قبيل الثلاسيميا والهوموفيليا والسكري.

إذ يمكن تعديل الخلايا الجذعية التي يتم الحصول عليها بالاستعانة بالمريض المعني بحيث تصبح خلايا متخصصة تختلف باختلاف الاحتياجات، فهناك: خلايا عصبية منتجة للدوبامين من أجل علاج داء باركينسون، وخلايا بنكرياسية من نوع بيتا من أجل علاج داء السكري، وخلايا كبدية للمصابين بالتليف الكبدي، وما إلى ذلك.
