In the water sector, the major innovation of the last decade is the increased access to domestic and international capital markets through (a) build-operate-transfer (BOT) arrangements; (b) public offerings of shares of municipal water utilities; (c) issuance of municipal revenue bonds secured by user fees; and (d) establishment of municipal development banks.

The Government's strategy to stabilize the local economy was to seek legislative authorization for the Virgin Islands Public Finance Authority to issue up to $400 million in gross receipts tax revenue bonds to provide financing for close to $341 million of essential public projects.

Municipalities with good financial standing and track records, a favourable credit rating and a solid project proposal have a good chance of meeting some of their investment needs by tapping local bond markets.28 Local governments can issue “general obligation” bonds backed by their taxing power, or “revenue” bonds secured by the earnings of specific projects, such as water supply and highways, for which the bonds are issued.
