Among the potential chokepoints identified were acquisition of materials, either precursor chemicals or biological material, as well as the agents themselves; practical expertise and experience in the production/synthesis of chemical or biological weapons and associated precursors; technical knowledge of the appropriate release or dissemination mechanisms for the agents for substantial effectiveness; minimum safety and personal protection equipment; and chemical agent antidotes for certain chemical weapon agents.
