ويُبلغ الإخطار الرسمي بالدورة الأولى لمؤتمر الأطراف عاملاً بوصفه اجتماع الأطراف في بروتوكول كيوتو إلى جانب جدول أعمالها المؤقت، إلى جميع الأطراف بعد استلام الجهة الوديعة العدد المطلوب من صكوك التصديق أو القبول أو الموافقة أو الانضمام إلى البروتوكول، وفقاً للمادة 25 من البروتوكول.
