إلا أنه عندما طلب من ذلك المكتب أن يراجع عملية بيع الحديد الخردة الذي خلفه منجم شركة التعدين الليبرية في بوكانن، اضطر المراجع العام للحسابات إزاء ضغط شديد من رئيس الحكومة الانتقالية الوطنية إلى تقديم تقرير يفيد فيه بأن الصفقة كانت سليمة حتى وإن لم يوفر الأدلة الداعمة (انظر الفقرات 88 إلى 92 أدناه).

There also exist controls governing the movement of cash and precious stones and metals, inasmuch as the Central Bank of Libya alone is authorized to import raw gold and to control the movement of cash from and to the Libyan Arab Jamahiriya. Indeed, article 2 of General People's Committee for Economy and Trade Decree No. 2 of 2003, on export and import, grants such powers to the Central Bank of Libya alone. Moreover, article 12 of the same Decree prohibits the exportation of scrap iron and copper, aluminium and charcoal waste, which may be imported only through the lawful channels licensed by the General People's Committee for Economy and Trade.
أما فيما يخص العتبات المسموح بها فإن المادة (14) من قرار اللجنة الشعبية العامة للاقتصاد والتجارة رقم (2) تنص على (باستثناء الأدوية والمعدات الطبية والسلع التموينية المدعومة يسمح لغير المقيمين في الجماهيرية العربية الليبية اصطحاب أمتعتهم من السلع والبضائع بما في ذلك السلع المعمرة، ويسمح للمغادرين للجماهيرية العربية الليبية بإخراج المبلغ المالي المسموح به بالعملة الأجنبية، شريطة أن يكون مصدره مصرف ليبيا المركزي أو أحد المصارف العاملة في الجماهيرية، وأن يتم إبراز ذلك لرجال الجمارك في منافذ الخروج كما يسمح بإدخال أي مبلغ مالي، وأي كمية من المعادن الثمينة شريطة تقديم إقرار مفصل بها إلى رجال الجمارك عند منافذ الدخول إلى الجماهيرية العربية الليبية).
