In its considerations concerning the scope of the expression “general welfare” as a legitimate basis for restrictions on specific rights and fundamental freedoms, the Inter-American Court stated that: “… it is possible to understand the concept of general welfare as referring to the conditions of social life that allow members of society to reach the highest level of personal development and optimum achievement of democratic values.
وذكرت المحكمة، في اعتباراتها بشأن نطاق عبارة "الرفاه العام" كأساس مشروع لفرض قيود على حقوق وحريات أساسية محددة، أن: "من الممكن فهم فكرة الرفاه العام على أنه يقصد بها أوضاع الحياة الاجتماعية التي تتيح لأفراد المجتمع بلوغ أرفع مستوى من التطور الشخصي والتحقيق الأمثل للقيم الديمقراطية.
