  (ب) أن تعزِّز المساعدة الدولية في مجال القضاء على زراعة محاصيل المخدرات غير المشروعة وعلى إنتاج المخدرات غير المشروعة، من خلال تنمية بديلة متكاملة ومستدامة؛ وفي هذا الخصوص، ينبغي تعزيز الالتزامات السياسية والمالية الطويلة الأمد من جانب الحكومات والمجتمع الدولي، إلى أقصى مدى ممكن؛

• To develop and encourage investment to build an optical backbone network between the Arab States to aid the reciprocal provision of ICT services among the Arab States and with other countries at a high level of efficiency and appropriate prices; To encourage increased national, regional and international investment in high-speed internet and integrated digital services; To establish the necessary frameworks and plans to encourage the creation of next generation networks and strive to increase the use made of these; To raise the density of communication services in the Arab region and implement a comprehensive service policy; To formulate plans designed to increase the rate of expansion of fixed and mobile telephone lines and to increase the spread of internet use at appropriate prices; To link internet exchange points at regional level, while providing alternative connection paths to the internet for use in cases of emergency and natural disaster; To achieve harmonization between national infrastructure, secure transactions and regional integration as one of the means and mechanisms of lowering costs, reducing duplication and enabling mutual inter-Arab support; To endeavour, within national strategies, to increase access to ICT networks by government institutions, schools, universities, scientific research institutes, libraries, post offices, social centres, clubs and other organizations open to the public; To continue to develop the ICT infrastructure and ensure means of direct connection between the Arab countries.
