  ومع أن التقاليد الفرنسية تشدد على وحدة الدولة والمساواة بين جميع المواطنين الفرنسيين، ومع أن الدولة الطرف تلتزم باحترام تساوي الجميع في الحقوق وحمايتها، ترى اللجنة أن ضمان تساوي جميع الأفراد في الدولة الطرف في الحقوق وتساوي الجميع أمام القانون لا يعني أن الأقليات ليس لها الحق في الوجود والحصول على الحماية بصفتها أقليات في الدولة الطرف.
