  وأرسلنا الرياح وسخرناها تُلَقِّح السحاب ، وتحمل المطر والخير والنفع ، فأنزلنا من السحاب ماء أعددناه لشرابكم وأرضكم ومواشيكم ، وما أنتم بقادرين على خزنه وادِّخاره ، ولكن نخزنه لكم رحمة بكم ، وإحسانًا إليكم .

  وطبقا للبيان المذكور، لاحظ رئيس اللجنة أن المعلومات التحريرية التي تم الحصول عليها من خلال تحقيقات اللجنة، مقترنة بالقرائن المطروحة في جلسات الاستماع المعقودة في مطالع العام بالإقليم أسفرت عن معلومات ”غزيرة تشير إلى احتمال كبير بوجود حالات متواترة من الفساد أو خيانة جسيمة للأمانة“ وفي رأيها أن هذه الأمور، فضلا عن ”إشارات واضحة تنبئ بانحراف سياسي وفجاجة سياسية وقصور عام في الكفاءة الإدارية، إنما تدلّل على حاجة إلى تعليق فوري للدستور كليا أو جزئيا وإلى إصلاحات تشريعية وإدارية أخرى“ إضافة إلى تغيير في مسائل أخرى ذات صلة.
