Scientific and technological progress, the use of its achievements by terrorists, the emergence of so-called high-tech terrorism and the main threat - the risk that terrorists will gain mastery of WMD, genetic engineering, biotechnology and information technology - make international terrorism dangerous as never before.
ويمثل التقدم العلمي والتكنولوجي، وإنجازاته التي يستخدمها الإرهابيون، وظهور ما يسمى بالإرهاب العالي المستوى التكنولوجي والتهديد الرئيسي، ألا وهو سيطرة الإرهابيين على أسلحة الدمار الشامل، والهندسة الوراثية، والتكنولوجيا الإحيائية وتكنولوجيا المعلومات، عوامل تزيد من خطورة الإرهاب الدولي عن أي وقت مضى.

ولكن الإنسان تتصارع فيه عناصر الخير والشر، وقد يتغلب في غفلة منه عنصر الشر فيبدو وكأنه آلة من آلات التخريب والدمار، وقد تطغى عليه الأنانية فيحرم الآخرين من خيرات هذه الأرض.
