• Reconciliation, of course, cannot be decreed.
  وبطبيعة الحال، لا يمكن فرض المصالحة بقرار.
• However, peace could not be decreed or enacted.
  غير أن السلام لا يمكن إقراره بمرسوم أو قانون.
• The constantly changing nature of development does not depend on anyone's will, nor can it be decreed through resolutions.
  والتنمية، الآخذة في التغير الدائم، لا تتوقف على رغبة أحد ولا تُقرَّر بمقتضى قرارات.
• An adoption decree cannot be made:
  ولا يمكن إصدار مرسوم بالتبني:
• Let all be done properly as decreed.
  ليتم تنفيذ هذا المرسوم كما قرر-
• It will not be decreed for them to die nor will their torment be relieved . Thus do We recompense the ungrateful ones .
  « والذين كفروا لهم نار جهنم لا يقضى عليهم » بالموت « فيموتوا » يستريحوا « ولا يُخفف عنهم من عذابها » طرفة عين « كذلك » كما جزيناهم « يجزِى كلَّ كفورِ » كافر بالياء والنون المفتوحة مع كسر الزاي ونصب كل .
• It will not be decreed for them to die nor will their torment be relieved . Thus do We recompense the ungrateful ones .
  والذين كفروا بالله ورسوله لهم نار جهنم الموقدة ، لا يُقْضى عليهم بالموت ، فيموتوا ويستريحوا ، ولا يُخَفَّف عنهم مِن عذابها ، ومثل ذلك الجزاء يجزي الله كلَّ متمادٍ في الكفر مُصِرٍّ عليه .
• We must note, however, that peace and reconciliation cannot be imposed, cannot be decreed and cannot be established by legislation or by commission.
  غير أننا يجب أن نذكر أنه لا يمكن فرض السلام والمصالحة فرضا، ولا يمكن أن يصدرا بمرسوم، أو يجري ترسيخهما عن طريق التشريع أو التكليف.
