• The majority of delegations at the 31st session of the Facilitation Committee (July 2004) agreed to redraft section 2, subsection H of the Convention on Facilitation of International Maritime Traffic (FAL Convention) to require public authorities to seek the cooperation of shipowners to ensure that, when ships intend to call at ports for the sole purpose of putting ashore persons rescued at sea, the master will give public authorities as much notice as possible of that intention, with the fullest possible details of the identity of the persons.
  وقد وافقت أغلبية الوفود في الدورة 31 للجنة التيسير (تموز/يوليه 2004) على إعادة صياغة المادة الفرعية حاء، من الماد 2 من اتفاقية تيسير حركة المرور الدولية في البحار كي تتطلب من السلطات العامة أن تلتمس تعاون أصحاب السفن في ضمان أنه عندما تنوي السفن الوقوف في موانئ لغرض وحيد هو إنزال أشخاص جرى إنقاذهم في البحار إلى الشاطئ، يقوم القبطان بإحاطة السلطات العامة بنيته هذه غاية ما يستطيع، وبأوفى قدر ممكن من التفاصيل عن هوية هؤلاء الأشخاص.
• In addition, the IMO Facilitation Committee, at its thirty-second session, held from 4 to 8 July 2005, amended two standards in the Convention on Facilitation of International Maritime Traffic to require public authorities (a) to facilitate the arrival, stay and departure of ships engaged in the rescue of persons in distress at sea in order to provide a place of safety for such persons; and (b) to seek the cooperation of shipowners to ensure that, when ships intend to call at ports for the sole purpose of putting ashore persons rescued at sea for emergency medical treatment, the master gives the public authorities as much notice as possible of that intention, with the fullest possible details of the sickness or injury and of the identity of the persons (resolution FAL.8(32) in IMO document FAL32/22).
  وبالإضافة إلى ذلك، فإن لجنة التيسير في المنظمة البحرية الدولية، في دورتها الثانية والثلاثين، التي عُقدت من 4 إلى 8 تموز/يوليه 2005، عدَّلت معيارين في اتفاقية تيسير النقل البحري الدولي كي تقتضي من السلطات العامة (أ) أن تُيسِّر وصول وبقاء ومغادرة السفن التي تشترك في إنقاذ أشخاص أثناء شِدَّتهم في عرض البحر من أجل أن توفر مكانا آمنا لهؤلاء الأشخاص؛ و (ب) أن تطلب تعاون مالكي السفن لضمان أنه عندما تنوي السفن الذهاب إلى مرافئ بقصد وحيد هو إنزال أشخاص أنقذوا في عرض البحر كي يتلقوا معالجة طبية طارئة على اليابسة، فإن القبطان يُعطي السلطات العامة أطول فترة إشعار ممكنة بتلك النِيَّة، مع أوفى التفاصيل الممكنة عن المرض أو الأذى الذي لحق بأولئك الأشخاص وعن هويتهم.
