That assembly was not suitable for that role because it would act on the basis of laws imposed by the occupying Power. The issue of the political status of Puerto Rico could not be resolved without the prior granting of sovereign powers to the Puerto Rican people, otherwise the people would be unable freely to choose its own future destiny.
