• The Northern Territory Emergency Response Review Board referred to in paragraph 73 of the written replies had found that the situation in remote Northern Territory communities and town camps remained sufficiently acute to be described as a national emergency, that the Emergency Response should therefore continue, and that the decision to impose the Emergency Response without seeking the views of those affected had left Aboriginal peoples feeling hurt, betrayed and less worthy than other Australians and had undercut the potential effectiveness of many measures.
  وأضاف أن مجلس استعراض الاستجابة الاستعجالية في الإقليم الشمالي، المشار إليه في الفقرة 73 من الردود الخطية قد خلص إلى أن الحالة في المجتمعات المحلية ومدن المخيمات النائية بالإقليم الشمالي ما زالت حادّة بالقدر الكافي لكي توصف بأنها حالة طوارئ وطنية، وأن الاستجابة الاستعجالية ينبغي بالتالي أن تتواصل، وأن اتخاذ القرار بفرض الاستجابة الاستعجالية دون التماس آراء الأطراف المتضرّرة قد خلّف لدى السكان الأصليين شعورا بأنهم قد خُذلوا واعتُبروا أقل قدرا من الأستراليين الآخريين، وخفّض الفعّالية الكامنة للعديد من التدابير.
