Comparability of data to permit the estimation of levels of individual and population health is dependent on conceptual clarity with regard to what is being measured, a common parsimonious set of domains/attributes; comparable survey instruments that have linguistic and conceptual equivalence; explicit strategies at the design and analytical phase to ensure comparability across population groups; and demonstrated reliability and validity.
