• It should not be forgotten that the private mass media, which are more numerous and influencial, rarely undertake causes that do not fulfill the gain criteria. • In that connection, MSC 74 had made, inter alia, the following remarks: First, although fisheries management was outside the competence of IMO, safety and environmental protection issues relating to IUU fishing were within the purview of IMO and consideration of such issues would be of assistance to FAO. Secondly, efforts should be made to encourage member States to ratify the 1993 Protocol to the Torremolinos International Convention for the Safety of Fishing Vessels (1977) and the 1995 International Convention on Standards of Training, Certification and Watchkeeping for Fishing Vessel Personnel (STCW-F) in order to bring them into force, in view of the fact that there was no legal basis for extending to fishing vessels the port State control provisions existing in IMO's instruments. Thirdly, cooperation should be extended to FAO towards developing a port State control regime of its own through a sharing of IMO's experience and expertise in the matter. Finally, there was a need, in the context of the outcome of the seventh session of the United Nations Commission on Sustainable Development, to establish principles against which the transfer of ships might be considered, upon the recognition that such transfer was also a problem in relation to IUU fishing activities.
  وأبدت لجنة السلامة البحرية الملاحظات التالية في هذا الصدد: أولا، رغم أن إدارة مصائد الأسماك تخرج عن دائرة اختصاص المنظمة البحرية الدولية، فإن القضايا التي تمس السلامة وحماية البيئة فيما يتصل بصيد الأسماك غير المشروع وغير المنظم وغير المبلغ عنه تدخل في نطاق مسؤوليتها، وأن نظر هذه القضايا من شأنه أن يساعد منظمة الأغذية والزراعة؛ ثانيا، ضرورة السعي لتشجيع الدول الأعضاء على التصديق على بروتوكول عام 1993 لاتفاقية توريمولينوس الدولية لسلامة سفن صيد الأسماك (1977) والاتفاقية الدولية بشأن معايير تدريب العاملين على متن سفن صيد الأسماك وإجازتهم ومراقبتهم (1995) حتى يدخلا إلى حيز التنفيذ، وذلك نظرا لعدم وجود أساس قانوني لإخضاع سفن الصيد للأحكام الخاصة بممارسة الرقابة من جانب دول الميناء المنصوص عليها في صكوك المنظمة البحرية الدولية؛ ثالثا، ضرورة التعاون مع منظمة الأغذية والزراعة في العمل على وضع نظام خاص بها لممارسة الرقابة من جانب دولة الميناء من خلال تقاسم تجارب المنظمة البحرية الدولية وخبراتها في هذا الشأن؛ وأخيرا، وفي سياق محصلة الدورة السابعة للجنة التنمية المستدامة التابعة للأمم المتحدة، ظهرت الحاجة إلى وضع مبادئ يُنظر بناء عليها في انتقال السفن من دولة علم إلى أخرى، وذلك عندما يتبين أن هذا الانتقال يمثل مشكلة أيضا فيما يتصل بأنشطة صيد الأسماك غير المشروع وغير المنظم وغير المبلغ عنه.
