Briefly, these are: to put an end to the qualitative improvement of nuclear weapons/systems and their use; to put an end to the production of all nuclear weapons and delivery systems and of fissile material; and to set up a comprehensive, time-bound and phased programme to reduce stockpiles of nuclear weapons and their delivery systems with a view to their total elimination at the earliest opportunity.
وهي بإيجاز: وضع حد للتطوير النوعي للأسلحة/الأنظمة النووية واستخدامها؛ وضع حد لإنتاج جميع الأسلحة النووية وأنظمة نقلها وإنتاج المواد الانشطارية؛ ووضع برنامج شامل ذي أجل زمني محدد ينفَّذ على مراحل لتخفيض المخزونات من الأسلحة النووية وأنظمة نقلها بقصد القضاء عليها تماما في أقرب فرصة.

The most effective guarantee against nuclear war and the use of nuclear weapons is nuclear disarmament and the complete elimination of nuclear weapons. This is stated in the Final Document of the 1978 Tenth Special Session of the General Assembly, the first special session devoted to disarmament. In its paragraph 50, the Final Document calls for: the urgent negotiation of agreements for the cessation of the qualitative improvement of nuclear-weapon systems; cessation of the production of all types of nuclear weapons and their means of delivery, and of the production of fissionable material for weapons purposes; and a comprehensive, phased programme with agreed time-frames, whenever feasible, for progressive and balanced reduction of stockpiles of nuclear weapons and their means of delivery, leading to their ultimate and complete elimination at the earliest possible time.
تُشكل الأسلحة النووية أكبر خطر على البشرية وعلى بقاء الحضارة، وأكثر الضمانات فعاليــة ضد الحرب النووية واستخدام الأسلحة النووية هو نزع الأسلحة النووية والتخلص التام منها، هذا ما أكدته الوثيقة الختامية للدورة الاستثنائية الأولى للجمعية العامة للأمم المتحدة المخصصة لنزع السلاح المعقودة عام 1978، كما دعت الوثيقة في فقرتها الخمسين إلى التفاوض على وجه السرعة بشأن اتفاقات من أجل وقف التحسين النوعي لمنظومات الأسلحة النووية ووقف استحداثها ووقف إنتاج جميع أنواع الأسلحة النووية ووسائل نقلها، ووقف إنتاج المواد الانشطارية لأغراض صنع الأسلحة، ووضع برنامج يُقَّسم إلى مراحل، ومرتبط بمواعيد زمنية متفق عليها، حيثما كان ذلك عمليا، للقيام بشكل تدريجي ومتوازن بتخفيض المخزونات من الأسلحة النووية ووسائل نقلها، مما يُفضي إلى إزالتها تماما في أقرب وقت ممكن.
