The legal group had met and agreed that there was a need to bring CCS into the Protocol and to regulate it as well as facilitate it, and had proposed an amendment, for consideration at the next Consultative Meeting, that would add CO2 to an annex to the Protocol, so allowing it to be dumped, subject to certain conditions, including that disposal had to be in sub-sea bed geological formations, a CO2 stream had to consist overwhelmingly of CO2 and there was no added waste.
وقد اجتمعت المجموعة القانونية واتفقت على وجود حاجة إلى إدراج تكنولوجيا احتجاز ثاني أكسيد الكربون وتخزينه في البروتوكول وإلى تنظيم هذه التكنولوجيا وتيسيرها أيضاً، كما اقترحت إجراء تعديل لإضافة ثاني أكسيد الكربون في مرفق البروتوكول بحيث يُسمح بدفنه رهناً بشروط محددة منها أن يجري التخلص منه في التكوينات الجيولوجية الواقعة تحت قاع البحر، وأن يتكوَّن مجرى ثاني أكسيد الكربون في غالبيته الساحقة من ثاني أكسيد الكربون، وألاّ تتولد نفايات إضافية، لكي ينظر فيه الاجتماع الاستشاري المقبل.
