This implies enabling the Palestinian people to exercise its right of self-determination and establishing an independent State of Palestine with Al-Quds Al-Sharif as its capital. This, in my estimation, is the safety valve for peace and stability and for defusing tension in the region. It means forcing Israel to comply with international law; inducing it to desist from its aggressive policies; ending its occupation of Arab lands; dismantling Israeli settlements; recognizing the right of refugees to return to their homes; putting an end to attempts to judaize East Jerusalem and change its architectural, cultural and demographic features, as required by international instruments, in particular the fourth Geneva Convention (1949); ending its occupation of the Syrian Golan; and completing the full and genuine withdrawal of its forces from Lebanese territory in accordance with the United Nations resolutions, especially Security Council resolutions 242, 328 and 425.
فالمطلوب إذن من المجتمع الدولي اليوم وأكثر من أي وقت مضى، القيام بدوره المنشود في وضع حد للاحتلال الإسرائيلي للأراضي العربية، وإحلال تسوية شاملة ودائمة للصراع في الشرق الأوسط تقوم على تطبيق قرارات الشرعية الدولية، بما يضمن تمكين الشعب الفلسطيني من ممارسة حقه في تقرير المصير وإقامة دولته المستقلة وعاصمتها القدس الشريف، وهذا في تقديري هو صمام الأمان للسلام والاستقرار ونزع فتيل التوتر عن المنطقة، مع ما يستلزمه ذلك من إجبار إسرائيل على الالتزام بالقوانين الدولية وحملها على العدول عن سياستها العدوانية، وإنهاء احتلالها للأراضي العربية وتفكيك المستوطنات الإسرائيلية، والإقرار بحق اللاجئين في العودة إلى ديارهم، والكف عن محاولات تهويد القدس الشرقية وتغيير معالمها العمرانية والحضارية والبشرية طبقا للقرارات الدولية ولا سيما اتفاقية جنيف الرابعة لعام 1949م، وإنهاء احتلالها للجولان السوري، وإتمام سحب قواتها بشكل كامل وحقيقي من الأراضي اللبنانية طبقا لقرارات الشرعية الدولية، وفي مقدمتها قرارات مجلس الأمن 242 و 338 و 425.
