فقد كان الهدف منه أصلا حماية وتوجيه المصالح المباشرة والحيوية للدول العظمى, وليس كأداة لتأديب باقي الأعضاء في المجلس أو إجهاض النقاش بشأن بعض المسائل.

The second sentence might be amended to read: “The Commission recognized, however, that those types of process, inasmuch as they guarantee the balance of rights between creditors and debtors, were increasingly being developed, that they were a useful addition to the tools available …”, the rest of the sentence remaining unchanged.
واقترح تعديل الجملة الثانية لكي يصبح نصها كما يلي: "بيد أن اللجنة سلّمت بأن هذه الأنواع من العمليات يزداد استحداثها لأنها تضمن التوازن في الحقوق بين الدائنين والمدينين، وبأنها تمثل اضافة مفيدة إلى الأدوات المتاحة …"، على أن تظل بقية الجملة على ما هي عليه.

The statements delivered at the meeting of the American Israel Public Affairs Committee, held in Washington, D.C., from 5 to 7 March 2006, by the Vice-President of the United States and the Permanent Representative to the United Nations, threatening Iran with “tangible and painful consequences” and using the phrases “use all the tools at our disposal”, “rest assured, though, we are not relying on the Security Council as the only tool in our toolbox to address this problem” and “already beefing up defensive measures”, are simply the latest and more vulgar in a series of statements and publications which resort to such unlawful, unacceptable and dangerous threats of use of force.
وليست التصريحات التي أدلى بها كل من نائب رئيس الولايات المتحدة وممثلها الدائم لدى الأمم المتحدة أمام لجنة الشؤون العامة الأمريكية الإسرائيلية في اجتماعها الذي عقدته في واشنطن العاصمة في الفترة من 5 إلى 7 آذار/مارس 2006، والتي تضمنت تهديدات لإيران بـ ”عواقب ملموسة وأليمة“ واستعملت منها جمل مثل ”استخدام جميع ما لدينا من أدوات“ و ”مع ذلك، لتكونوا على يقين بأننا لا نعتمد على مجلس الأمن بوصفه الأداة الوحيدة لدينا لحل هذه المشكلة“ و ”قد بدأنا بالفعل في تعزيز التدابير الدفاعية“، سوى آخر الأمثلة وأكثرها بذاءة في سلسلة التصريحات والمنشورات التي تلجأ إلى هذه التهديدات غير القانونية وغير المقبولة والخطيرة باستخدام القوة.
