In its statement of claim, Saudi Aramco stated that “[t]he purpose of this production expansion was to provide substitute sources of crude oil for the Iraqi and Kuwaiti crude oil lost to the market because of the invasion of Kuwait and the embargo imposed by Security Council Resolution 661.” Saudi Aramco also acknowledged that manpower was the “most critical component” in reactivating many plants which had been shut down previously so that it could achieve these production increases.
