As the Mission continued to implement the results of the October 2000 municipal elections and prepare for the critical handover of key local public administration responsibilities, it began to shift focus away from relief-intensive efforts to political and economic capacity-building and economic reconstruction.
وإذ واصلت البعثة تنفيذ نتائج الانتخابات البلدية التي جرت في تشرين الأول/أكتوبر 2000 والتحضير للعملية الحاسمة المتمثلة في نقل المسؤوليات الرئيسية عن الإدارة العامة على الصعيد المحلي بدأت تحول تركيزها من جهود تكثيف عمليات الإغاثة نحو جهود بناء القدرات السياسية والاقتصادية والتعمير الاقتصادي.
