From the military point of view, as a starting point for regional agreements on conventional arms control, the following principles can be used: the exchange of information on conventional arms; elaboration of starting positions regarding the quantity and types of conventional arms; establishment of the verification regime and of the multinational body at subregional and regional levels in order to achieve the goals and implement the provisions of the newly created regional and subregional agreements in conventional arms control.

Emergency preparedness activities will include pre-positioning of limited quantities of supplies (water reservoirs, bladders, pipes and generators), the production of hygiene-awareness information, education and communication materials, the training of local municipal and NGO actors on water supply and sanitation/hygiene standards, the screening of the local market for emergency water and sanitation supplies, as well as necessary human resources pre-arrangements to secure UNICEF leadership in the water and sanitation cluster.
وستشمل أنشطة التأهب للطوارئ تخزين كميات محدودة من اللوازم (خزانات المياه، والقرب، والأنابيب، والمولدات الكهربائية)، وإنتاج مواد إعلامية للتوعية بأهمية النظافة الصحية، ومواد تعليمية واتصالية، وتدريب موظفي البلديات وأعضاء المنظمات غير الحكومية في مجال معايير الإمداد بالماء ومرافق الصرف الصحي والنظافة الصحية، وتحديد ما يوجد في الأسواق المحلية من مصادر الماء ولوازم الصرف الصحي لاستخدامها في حالات الطوارئ، إضافة إلى اتخاذ ترتيبات تحوطية تكفل تأمين الموارد البشرية التي تكفل قيام اليونيسيف بدور قيادي في مجال الماء ومرافق الصرف الصحي.
