• To provide the following further clarification of the difference between a controlled substance, or a mixture containing a controlled substance, and a product containing a controlled substance contained in Article 1 of the Montreal Protocol and further explained in Decision I/12A:
  يوفر الإيضاح الإضافي التالي للفرق بين المادة الخاضعة للرقابة أو المزيج المحتوى على مادة خاضعة للرقابة، والمنتج المحتوي على مادة خاضعة للرقابة واردة في المادة 1 من بروتوكول مونتريال وتم التوسع بصورة أكبر في شرحها في المقرر 1/12 ألف:
• (a) No matter which customs code is allocated to a controlled substance or mixture containing a controlled substance, such substance or mixture, when in a container used for transportation or storage as defined in Decision 1/12A, shall be considered to be a “controlled substance” and thus shall be subject to the phase-out schedules agreed upon by the Parties;
  (أ) مهما أختلف نوع الرمز الجمركي المخصص لمادة خاضعة للرقابة من مزيج يحتوى على مادة خاضعة للرقابة، فان هذه المادة أو هذا المزيج حين يكون في حاوية تستخدم للنقل أو للتخزين كما هو معرف في المقرر 1/12 ألف، تعتبر "مادة خاضعة للرقابة" وبذلك تخضع للجداول الزمنية للتخلص التدريجي المتفق عليها من جانب الأطراف؛
