The Islamic Republic of Iran has planned partial domestic production of its required nuclear fuel for the approved program to supply and produce 20,000 Mega Watts of nuclear power during the next twenty years. Repeated breaches and noncompliance by European countries and the United States of their undertakings under the NPT as well as their contractual obligations in cooperation and transfer of technology, before and after the revolution, their imposed sanctions, their failures to supply, and lack of international guarantees in uninterrupted provision of fuel has left no option except to move to produce part of the required fuel domestically.
2/1 جمهورية إيران الإسلامية قد خططت لأن تنتج محليا جزءا من الوقود النووي المطلوب للبرنامج المعتمد لإمداد وإنتاج 000 20 ميغاواط من الطاقة النووية خلال السنوات العشرين القادمة، فإن تكرار الخروقات وعدم الامتثال من جانب البلدان الأوروبية والولايات المتحدة لتعهداتها بموجب معاهدة عدم الانتشار، وكذلك لالتزاماتها التعاقدية بالتعاون ونقل التكنولوجيا قبل الثورة وبعدها، وجزاءاتها المفروضة، وامتناعها عن الإمداد، وعدم وجود ضمانات دولية للإمداد المتواصل بالوقود، كل ذلك لم يترك لإيران سوى خيار المضي قدما في إنتاج جزء من الوقود المطلوب محليا.
