وتسود حاليا في ما يبدو النظرية الثانية، وبخاصة نظرية مصدر الكيروجين، فوفقا لهذه النظرية، تحجَّرت الكائنات العضوية الحية (الحيوانية والنباتية) التي تراكمت في قاع المحيطات والبحيرات وشكلت، إلى جانب الرواسب، مادة تعرف باسم ”الكيروجين“.

The Special Rapporteur reached the above conclusions by offering an overview of the opposing theories relating to the origin of oil and gas, their formation, the history of the modern oil industry and the impact of exploitation on the environment, primarily noting that the organic material source theory, in particular the kerogen origin theory, now prevailed over the earlier inorganic source theory.
توصل المقرر الخاص إلى الاستنتاجات المذكورة أعلاه بعد أن قدم عرضاً عاماً للنظريات المتعارضة بشأن أصل النفط والغاز وتكونهما وتاريخ صناعة النفط الحديثة وتأثير استغلال هذين الموردين في البيئة، ملاحظاً بصورة رئيسية أن نظرية مصادر المواد العضوية، ولا سيما نظرية أصل الكيروجين تغلب اليوم على نظرية المصادر غير العضوية التي كانت سائدة فيما مضى.
