Ms. Kisembo (Uganda), in response to question 26 on harassment of independent journalists and suspension of publication of newspapers, said that the Supreme Court of Uganda in Appeal No. 2 of 2002 involving The Monitor newspaper had held that freedom of expression was a basic right and that section 50 of the Penal Code Act making publication of false news a crime was unconstitutional.
