If it was a forum of justice, it would have long indicted those leaders who ordered and managed the aggression against the Federal Republic of Yugoslavia, who ordered a ruthless bombardment of a sovereign country and an entire people without a precedent in the history of civilization, who order the killing of thousands of innocent people, one third of whom were children and over four fifths civilians, the killing of patients in hospitals, destruction of hundreds of schools, a huge number of hospitals, maternity wards, refugee camps, systems of heating and transmission of electric power, television and radio stations, refineries, roads, bridges etc.
ولو كانت هذه المحكمة منتدى للعدالة، لكانت منذ وقت طويل قد أدانت القادة الذين أمروا بارتكاب هذا العدوان ضد جمهوية يوغوسلافيا الاتحادية وتولوا إدارته، والذين أمروا بقصف دولة ذات سيادة وشعب برمته دون هوادة في سابقة ليس لها مثيل على مر التاريخ المتحضر، والذين أمروا بقتل الآلاف من الأبرياء، ثلثهم من الأطفال، وأكثر من أربعة أخماسهم من المدنيين، وقتل المرضى في المستشفيات، وتدمير المدارس، وهدم عدد ضخم من المستشفيات، ومن أقسام الولادة، ومخيمات اللاجئين، ونُظم التدفئة وتحويل الكهرباء، ومحطات التلفزيون والإذاعة، ومعامل التكرير، والطرق، والجسور، وما إلى ذلك.
