The resolution invites the member States to introduce or develop coastguard services for maritime safety and port security and for the protection of the marine environment; to develop surveillance systems for discharges of oil waste and flushing of ballast tanks; to provide for effective, proportionate and dissuasive penalties for those responsible for any sea pollution, including the possibility of prison sentences in cases of deliberate pollution; to become party to the convention on hazardous and noxious substances and the Council of Europe Convention on the Protection of the Environment through Criminal Law; to introduce regulations in IMO which would enable a State that has suffered damage from ship-based pollution to demand reparation from the flag State, where it is established that the damage is linked to the flag State's failure to exercise appropriate control of the vessel concerned; and to reform the International Oil Pollution Compensation Funds so that victims of maritime disasters receive rapid and satisfactory compensation.
ويدعو القرار الدول الأعضاء إلى إنشاء أو تطوير خدمات لخفر السواحل تُعنى بالسلامة البحرية وأمن الموانئ وحماية البيئة البحرية؛ ووضع نظم لمراقبة تصريف النفايات من الزيوت وكسح صهاريج الصابورة؛ والنـص على جزاءات فعالة ومتناسبة ورادعة تُوَّقع على المسؤولين عن إحداث أي تلوث بحري، بما في ذلك إمكانية المعاقبة بالسجن في حالات التلويث المتعمد؛ والانضمام إلى اتفاقية المواد الخطرة والضارة واتفاقية مجلس أوروبا لحماية البيئة باستخدام القانون الجنائي؛ وســن قواعد تنظيميـة في المنظمة البحرية الدولية تمكن أي دولة تعاني ضررا وقع من جراء تلوث ناجم عن سفينة من أن تطالب دولة العلم بتعويضات حيثما ثبُت أن الضرر الواقع سببه إخفاق دولة العلـم في ممارسة الرقابة الملائمة على السفينة المعنية؛ وإجراء إصلاحات في الصندوق الدولي للتعويض عن التلويث النفطي حتى يتلقى ضحايا الكوارث البحرية على وجه السرعة تعويضات مرضية.
