Others may consider that the basis of “significance” should lie in the scope and complexity of the actual technical modifications carried out, that is, the development and fitting of a turbo charger to a commercial vehicle engine, fitting of a higher capacity electrical system, provision of armour protection, inclusion of military specification communications equipment and so on, is significant, whereas the fitting of a “rifle rack” or a cupola hatch to the drivers cabin is not.
وقد تعتبر بلدان أخرى غيرها أن تعبير ”كبيرة“ ينبغي أن يستند إلى حجم ومدى تعقد التعديلات الفنية الفعلية التي أُجريت، أي أن صنع وتركيب جهاز شحن توربيني ملائم لمحرك المركبات التجارية، وإضافة نظام كهربائي أعلى قدرةً، وتصفيح المركبة، وإضافة معدات اتصالات ذات خصائص عسكرية وما إلى هنالك هي التغييرات الكبيرة، في حين أن تركيب ”رف مخصص للبنادق“ أو منفذ مغطّى في مقصورة السائق ليست تغييرات كبيرة.
