  وقد التزم الشركاء االإنمائيون بتيسير وجود بيئة خارجية تدعم بلوغ أهداف برنامج العمل بالكامل وفي الوقت المناسب، وذلك من خلال زيادة مشاركة أقل البلدان نموا في الأعمال المتصلة باستراتيجياتها الإنمائية والتي تتم في المؤسسات المالية الدولية وغيرها من المنظمات المتعددة الأطراف ، وتقديم دعم كبير وأكثر فعالية لأقل البلدان نموا في جهودها المبذولة في مجالات تمكين الذين يعيشون في حالة فقر وضمان حصولهم على الخدمات الاجتماعية الأساسية، وتقديم المساعدة إلى أقل البلدان نموا في جهودها الرامية إلى إقامة شبكات ضمان اجتماعي فعالة لتقليل الاستبعاد الاجتماعي وانعدام الأمن وضعف أقل البلدان نموا، وذلك من خلال توفير الموارد المالية وغيرها لهذه البلدان، وإيجاد بيئة تمكينية تساعد أقل البلدان نموا في الاستفادة من العولمة، وتدعم هذه البلدان في تخفيف آثارها السلبية، وتصميم وتوفير برامج للدعم في مجال بناء القدرات البشرية والمؤسسية من الجهات المانحة بهدف تعزيز القدرات الوطنية تعزيزا حقيقيا وعدم الحلول محلها في أقل البلدان نموا، ودعم أقل البلدان نموا في جهودها لسد الفجوة الحاسوبية على أن توضع في الاعتبار الحاجة إلى نشر التكنولوجيا ونقلها.
